  • Shut-off 48-hour door hangers will be replaced with 48-hour automated calls; so please make sure your phone number is up to date.
  • Shut-offs will be 5 days after bill is past due.
  • All balances must be paid in full by Sept. 30, 2019, minimum payment will no longer be accepted.
  • No payment arrangements after Oct. 01, 2019

Payment Options 

By Automatic Bank Withdrawal

Make your payment automatically every month by filling out the Automatic Monthly Payment (PDF) (ACH) form. The City of Owasso's automatic payment withdrawal program is a free service through which your utility payment is automatically withdrawn from your checking account. Download and print out the form, fill out completely and mail it to the Utility Department.


Payments can be paid online at eGov Online Payment's website. There is no fee! This will change to PSN website, flyer will be going out on how to sign up.

To Avoid Service Disconnection

Contact our office no later than 24 hours prior to the scheduled cut off date. Call 918-376-1500 between the hours of 8 a.m. and 4 p.m. to schedule a payment agreement. All payment agreements must be set prior to 4 p.m. the day before scheduled cutoff date.

If payment is not made by 4 p.m. one business day prior to cut off, a $50 default fee and an additional deposit of $25 along with the full balance due will be required to be paid before service can be restored. 

To avoid a 10% late fee, payments must be received by the due date.

After Hours Reconnects

To reconnect service after 5pm call 918-272-2244. You will need to enter your phone number for the City of Owasso Service Representative to contact you prior to being dispatched. The Service Representative will not be dispatched unless money order for the full amount due including fees can be paid subsequent to service being re-established.  After 3 pm each business day, we will require a $100 reconnect fee.  

Water Meter Tampering

It is unlawful to tamper with the City of Owasso’s water meter or any related pipes and equipment. You may be subject to criminal or civil action or both should tampering occur.  Tampering fee is $100 for each occurrence.  Meter lock/pull fee is $100 for each occurrence.

For refuse questions or to report repair needs (water leaks, sewer and street needs) call the Public Works Department at 918-272-4959.

If there is an extreme emergency situation, such as main water line break or major sewer issue, call the Utility After Hours Emergency Service 918-272-2244, ext. 0.
