Fire Chief

Bradd Clark

 

Bradd Clark serves as Fire Chief for the City of Owasso. He is also employed as an Adjunct Professor for Oklahoma State University in the School of Fire Protection and Safety Engineering Technology, where he received his Bachelor's Degree, and in the Fire and Emergency Management Program, where he was the first Master’s graduate of the program. Chief Clark has also completed the Executive Fire Officer Program at the National Fire Academy and is the first Chief Fire Officer designee in the State of Oklahoma from the Commission on Chief Fire Officer Designation. Chief Clark serves on the Executive Board of the International Fire Service Training Association (IFSTA) and has served on or chaired several validation committees over the past 12 years, including Essentials of Firefighting Manual, Fire Detection and Suppression Systems manual, Fire Department Safety Officer manual, and Aerial Apparatus Driver/Operator Handbook. Chief Clark serves on the Advisory Board of the Fire and Emergency Management Program and the International Fire Service Journal of Leadership and Management. Chief Clark continues to present at conferences internationally, especially on topics related to leadership and employee relations. Chief Clark formally served as the Fire Chief of the City of Claremore and City of Sand Springs, Oklahoma and Fire Marshal for the City of Stillwater. He began his fire service career in Poquoson, Virginia in 1984.

Deputy Chief

Chris Garrett

 

Chief Garrett serves as Owasso Fire Department’s Chief of Operations.  Chief Garrett entered the fire service in 1976.  He began his professional fire service career with the City of Richmond, Virginia in 1982, where he retired in 2006 as the fire department’s Executive Officer after almost 25 years of service.  Chief Garrett holds a bachelor’s degree in Business Administration from Averett University and a master’s degree in Fire and Emergency Management Administration from Oklahoma State University.  He is a member of several professional organizations including the International Association of Fire Chiefs (IAFC) and the National Fire Protection Association (NFPA).  Chief Garrett is active with the International Fire Service Training Association (IFSTA), and lectures at the local, state, and national level on safety and fire/EMS management issues.

Assistant Fire Chief

Mark E. Stuckey

Mark E. Stuckey serves as the Owasso Fire Department’s Administration Chief. Chief Stuckey entered into service with the department as a firefighter in 1984. His current responsibilities include the management of projects, budgeting, grant administration, and various business aspects of the department. During his tenure Chief Stuckey has received certification to the Fire Officer IV, Instructor III, Inspector II, and the Hazardous Materials Incident Commander levels.

He has also been a member of the Oklahoma Air National Guard Crash Fire Rescue since 1984. He currently holds the rank of Senior Master Sergeant and the position of Fire Chief. He has been deployed worldwide during his military career. The most notable experiences include being deployed as a station chief for Operation Desert Storm and an entry/decontamination team member at the Oklahoma City Murrah building bombing.

Chief Stuckey has been involved with Oklahoma State University Fire Service Training as a field instructor since 1995. He instructs fire officer and hazardous materials courses throughout the State of Oklahoma. He also conducts evaluations to certify students to various knowledge and skill levels.

He is a current member of many organizations to include; Oklahoma State Firefighters Association, Oklahoma Fire Chiefs Association, Fire Service Instructors of Oklahoma, International Association of Firefighters, and Air National Guard Fire Chiefs Association.
