City of Owasso Finance Department
Mission Statement The mission of the Department of Finance shall be to provide accurate and reliable information to the City Council, the City Manager, and the citizens of Owasso and to assure compliance with financial policies and regulations.
Director: Angela Hess email: ahess@cityofowasso.com The Finance Department serves the City of Owasso, a thriving and growing community that strives to preserve a small-town atmosphere. The City maintains a current total budget of $50 million, for the FY 2011-2012 budget year for all operations and funds. The General Fund Budget includes personnel costs and operations in the amount of $16.4 million. The Owasso Public Works Authority Fund includes $23.0 million for personnel, operating expenditures, capital outlay, and debt service payments. The Owasso Public Golf Authority’s budget is $864,900 for expenditures including personnel and operating expenditures. No capital outlay was included in the FY 2011-2012 OPGA budget. The City of Owasso has continuously received unqualified audits, and is in good fiscal health. The Finance Department consists of a twelve member team which includes Director of Finance, Assistant Director of Finance, Accountant, three Accounting Clerks, four Utility Billing Clerks, a Court Clerk, a Deputy Court Clerk, and an Administrative Assistant.
