Overview

The Planning Division in the Community Development Department assists customers with the process associated with the development of private property in the City of Owasso.  The Planning Division also serves as Staff liaison to numerous Boards and Committees including the City Council and the Planning Commission.  The Planning Division is responsible for all current planning and long-range planning project activities. 

Planning Commission

The Planning Commission is a 5 member recommending body to the Owasso City Council.  The Commission hears cases on planning issues, including zoning map amendments, platting, zoning code amendments, comprehensive plan updates, annexations, and other related planning issues. All planning and zoning applications, must go before the Planning Commission for review.  After review and public input, the Planning Commission makes a recommendation to the City Council.  Members are appointed by the Mayor for three year terms, with City Council confirmation.

The Planning Commission meets the Monday after the first Tuesday of each month at 6:00 p.m. at Old Central, located at 109 North Birch. The Planning Commission Agenda is available online after 5:00 p.m., the Friday before the scheduled meeting.

Board of Adjustment

The Board of Adjustment (BOA) is a five (5) member quasi-judicial body appointed by the City Council that hears variance and special exception requests, makes interpretations of City code, and reviews appeals of decisions made by City Administrative Officials.  Variances are sought if there are extenuating circumstances associated with a piece of property that make it difficult for the applicant to meet the zoning code requirements.   In order for a variance to be approved, the applicant must prove a hardship exists.  Special exception requests typically involve a design element or structure that may not conform to the dimensional or spatial requirements of the base zoning district in which it is located, but may be allowed under certain circumstances with approval from the BOA. Members are appointed by the Mayor for three year terms, with City Council confirmation.

Annexation

Annexation is the legal process of changing the status of a piece of property from belonging to an unincorporated area, typically a county, to belonging to the area of an incorporated municipality and within the City Limits of the municipality.  This means that property owners would have all of the rights to municipal services.  Municipalities have their own local governments and elected officials, as does the County.  Once a tract of land is made part of the municipality, the individual may vote in all local elections held by the municipality. In order for a property to be annexed, it must be contiguous to the annexing municipality. Property annexed into the City of Owasso will typically be assigned a zoning of Agriculture (AG), unless there circumstance involved where another zoning is warranted.

The Owasso Annexation Committee reviews annexation requests and recommends action to the Planning Committee and City Council based upon the City’s annexation criteria. Members are appointed for one year terms, with City Council confirmation.

 Individuals wishing to annex into the City of Owasso should contact the City Planner, who can assist with the process and answer questions.

Property is typically annexed for the following reasons:

  • To receive municipal water and sewer services
  • To obtain enhanced police, ambulance, and fire protection
  • To receive more comprehensive land use and zoning controls
