The application needs to be completed and submitted to the Community Development Department. A plot plan of the proposed project is required along with the building plans. A residential permit takes 3 to 5 working days to process; a commercial permit takes 10 to 15 days to process. Three sets of construction plans are required for review of a commercial building permit. One set of house plans is required for a residential permit. Fees for a building permit vary as to the type of construction, the square footage of the building and the inspections required. The City Planner and the City Building Inspector review the permit to ensure completion and zoning compliance.

PDF icon Planned Unit Development (PDF file)
Planned Unit Development is an option to traditional development where the tract of land is under common ownership and a plan for the development, of the tract as a unit, is proposed and submitted. A PUD permits flexibility within the development and preserves important open space.

Plat Applications

The purpose of the preliminary plat review is to provide an opportunity to study the information required to see if it conforms to the Subdivision Regulations. The approval of a Preliminary Plat does not constitute an acceptance of the subdivision, but is authorization to proceed with the preparation of the final plat.

The purpose of the final plat review is to provide an opportunity to study the information required in the Owasso Subdivision Regulations. For instance, proper arrangement of streets and assuring the adequacy of open spaces for traffic and utilities, the access of emergency vehicles, etc.

PDF icon Pool Permit (PDF)
Above ground and in-ground pools are required to have a pool permit along with a plot plan showing where the pool will be located in the rear yard. The cost of a pool permit is $80.00. A pool with a heater installed will cost an additional $20.00.

PDF icon Rezoning Application (PDF)
When the owner of any property within the city limits proposes to use this property in a manner that is prohibited by the current zoning of the land, he may apply to have the zoning changed.

Sign Permits
Instructions:

From filing to final approval, sign permit applications typically take up to one (1) week. The City Planner assigned to your application will be your main contact person throughout the process. Feel free to call whenever you have questions or concerns.

Application Review:

Sign permit applications may be submitted at any time during the month. It is recommended that prior to submitting an application, you call or schedule a pre-application meeting with the City Planner. DO NOT CONSTRUCT, ERECT OR ALTER ANY SIGN PRIOR TO MAKING APPLICATION WITH THE CITY OF OWASSO. Constructing, erecting or altering a sign prior to receiving City approval may result in a loss of investment on the part of the applicant. Materials that need to be submitted at the time of application are listed below.

    1. Filing fee (see schedule of fees above);
    2. Completed application form;
    3. Survey, site plan or drawing that shows the proposed signs and their location and direction; and
    4. Construction plans.

Appeals from City Planner and/or Building Inspector Decisions:

If an application is denied, the applicant may:

    1. Revise the application and resubmit at any time; or
    2. Appeal to the City of Owasso Board of Adjustment

Any application requesting a permit to install a sign with internal or external lighting will be required to purchase an electric permit in addition to the above fee schedule.
