Developing property in the City of Owasso involves several sequential steps, depending upon where one is at in the process. Below are flowcharts that identify the sequence involved with each development process.

Development Applications

Zoning requests including Planned Unit Developments (PUD) and Specific Use Permits:

Property must be appropriately zoned for a proposed use.  When the zoning conflicts with the proposed use, it may become necessary to rezone the property to ensure the use conforms.  In all cases, the Comprehensive Land Use Master Plan is used to guide decisions for rezoning request.  Below are the documents used for requesting a rezoning or Specific Use Permit.

Platting Applications, Checklists, and Information:

Platting involves the legal subdivision of property into lots. Plats are recorded with the County Clerks Office in the County of record.  Prior to development, property must be properly platted to ensure that the proposed structure or use will have adequate access to streets and utilities, meet setback requirements, ensure that there are no floodplain impacts, and dedicate any necessary on or off site easements to the City.   Plats are reviewed by the Technical Advisory Committee (TAC) prior to going before the Planning Commission and City Council. Lot Split Application:

A lot split is the division of one lot into multiple smaller lots.  Lot splits are subject to rezoning restrictions or a zoning variance.

Site Plan and other Applications and Checklists

Prior to the construction of non-residential or multi-family developments, a site plan must be reviewed by staff. Site plans do not go before the Planning Commission or City Council, but are reviewed by the TAC.
